Permits, compliance & why this matters
Fugitive dust from construction sites in the central Puget Sound falls under Puget Sound Clean Air Agency rules, and dust control is also a required element of the Construction Stormwater General Permit, covered as BMP C140 in Ecology's Stormwater Management Manual for Western Washington. Watering plus sweeping is the standard combination, because watering alone only delays the problem until the surface dries.

Dust Control: common questions
Is dust control required on Washington construction sites?
Yes in practice. Sites under the Construction Stormwater General Permit are required to control dust, and fugitive dust is separately regulated by the Puget Sound Clean Air Agency in King, Snohomish, Pierce, and Kitsap counties. Visible dust leaving your property is the trigger for a complaint or a citation.
Do you provide water trucks with operators?
Yes. Our water truck service comes with a driver, so you are not putting one of your own people on it.
Does sweeping actually help with dust?
More than watering does, long term. Watering suppresses dust until the surface dries. Sweeping removes the fine material that becomes airborne in the first place. Doing both is what keeps a site clean through a dry stretch.
